I don't have an RFP for a card system, but I can tell you that we at Seton
Hall University use BlackBoard's Transaction Server (formerly HARCO). We
use student ID's for building access, dining services, vending and laundry,
library checkout, etc. We are in the process of negotiating the expansion
of our ID card to include VISA / Check Card functions. We have just
acquired the video imaging module for the Bb Transaction System, and will
likely be doing a re-carding of the campus community in early Spring of
At Seton Hall, primary responsibility for the University's card access
system resides in Secuity and Auxiliary Services. IT's role is limited to
maintaining the server, operating system, network access, and the data flow
to/from our SIS system. I can tell you from an IT perspective, the
BlackBoard Transaction System offers a rich set of features and
functionality, such as the ability to pass data to/from our SIS system via
batch processing or "live" via a middleware component, an "online card
access office" which provides students with Web access to their account
information, intelligent card readers that can communicate with the server
via IP or via phone lines (depending on what's available at that location),
and the like. The BlackBoard sytem is available in both Windows or Unix

The EDUCAUSE CIO
We are starting to consider acquiring a network based Student/Staff Photo
System to replace our old stand alone system. Looked through the resources
at EDUCAUSE for an RFP and found none. Anyone have an RFP for such a system
that they are willing to share?
