We have (maybe) a unique situation in that we are a multi-campus community college district with apartments on one of the campuses. We have a dedicated T-1 line for about 300 people in the apartments. It was always full and we received a lot of complaints (standard situation). We could buy something like a packet shaper for the circuit, but the apartments are not really "ours" , they are managed by an outside firm, so we decided to use the cheaper solution and cut off uploads off of that network. We've been doing it since early last fall and the complaints have dropped dramatically. If you'd like more info, I can send you to our network staff.
