It's voluntary here at Drew. We just announced it on Tuesday afternoon, and at this moment have about 680 people signed up out of a potential population of 2500-3000. We're obviously hoping that goes up, but I think it's good for now.

It's a separate dataset at this point. We couldn't easily reconfigure our ERP system to handle the permission levels and text messaging verification process we decided on (we send a text with a confirmation code to the cell phone, and have the user enter the code in the webpage.) We're using a special Web form on our main website to collect the info, that users log into with their uLogin ID.

This is the text on our website. The last 3 statements are yes/no radio buttons, unchecked by default, so users have to make a selection:
Drew will use the information provided above for broadcast communication (text and voice) during emergencies. Please mark the items below to indicate whether the University should also use the primary number for other purposes.
Non-emergency broadcasts such as weather-related closings
Personal messages concerning your health and safety
On record as a contact number for general administrative purposes

We were comfortable with the vendor's terms of service in regards to them not reselling or using the data for any other purpose.
