Hi, All - I'm still working my way through the U.S. Department of Education Inspector General's report referenced in the Dear Colleague Letter (DCL), but as you think about these issues in relation to your institution, I think the paragraph from the report below is telling. The DCL clearly does not distinguish between different types of institutions in advocating for greater vigilance on and proposed steps to address financial aid fraud in online programs. However, to the extent the department is using the IG's report as its guide, the text below may give you a sense for where the department is likely to focus its attention, at least in the near term. - Jarret

"Fraud rings primarily target community colleges and other open enrollment institutions that have on-line programs with lower tuition, because Title IV awards are sufficient to satisfy institutional charges (such as tuition) and thus result in disbursement of the balance of an award to the student for other educational expenses. Fraud rings also target these institutions because the application and enrollment processes there are relatively simple. They do not require submission of academic credentials, such as admissions test scores, academic transcripts, or faculty recommendations (which also serve to corroborate identity) and do not require a person to appear in-person at any point in the process." Hello again everyone.

First, thanks to those who replied to my inquiry about the DOE letter and f= ederal financial aid fraud. It seem as if people are just starting the conv= ersations of how to manage this, spurred by the 10/20 Dear Colleague letter= . I learned Russ Poulin from WCET has contacted the DOE and NASFAA to try t= o create a webcast around this issue.

Next, I have another question regarding financial aid management for online=  courses and programs. Our Director of Financial Aid asked if we had a way = of identifying whether students enrolled in our online courses are incarcer= ated since incarcerated students are not eligible for federal financial aid= .

I thought I'd see how others track this. We wondered if a survey to student= s would work, but I'm not sure it will. We could probably track IP address = (similar to what the Dear Colleague letter suggested) or mailing address, b= ut again, not sure that will tell the real story.

Any best practices you all have would be welcome.

***Proposal Submission Deadline: December 2, 2011***



The Center for Intellectual Property invites presentation proposals for the=
 2012 CIP Symposium, "Adventures in Copyright: Navigating Your Way Through = Intellectual Property!" June 6-8, 2012, in Baltimore, MD.



Submissions are encouraged from practitioners and experts for sessions last= ing 50-90 minutes. Presentations may consist of individual presentations, c= ase studies, research reports, panel discussions, or other presentation for= mats.



Submit your presentation proposal for one of these three tracks:



1. Conquering Legal Issues in Copyright: This track will provide a practica= l foundation for understanding the latest legal issues as they pertain to c= opyright and intellectual property (case) law, policies and practices. 2. Technology Expeditions in Copyright: This topic area is designed for dis= cussions and presentations that focus on advances in emerging technologies,=  how they are changing copyright, and concerns for information managers and=  scholars.
