When I was in Stanford's School of Humanities and Sciences, we used Happy Cog with ExpressionEngine for our School website. Story from Happy Cog is here: http://happycog.com/work/stanford
They also helped with EngineHosting and the whole project went very well, at least as far as design-heavy website efforts generally go. I would say this firm lives in the design side of the web world, but their nuts-and-bolts team worked well too.
Our team is happily using Cascade Server at the University of Montana (and we are going through some design changes/upgrades).. example here: http://umontana.edu

Subject: [CIO] Looking for an Expression Engine consultant
Can any of you who use Expresssion Engine as your web CMS recommend a consultant or consulting firm that is good with that system? We are looking for someone to develop a migration tool from our old CMS and assistance with integration.
