I'm sorry but you've hit a pet peeve of mine. You worry about the cost to monitor laundry, give it away for free which means more small loads, lots of hot water used, water used, soap used, hot air used in the dryers. Those things are all not "green". And yet, many want to monitor and charge for every piece paper printed.
We don't charge for printing in the labs. The last time I calculated, we spent $23/student per semester on paper and toner. We duplex everything by default, and we only offer black & white for free, and we have lots of recycle bins. You know who loves it? Students and parents. No "quarters". No complaining. The only complaint I get on campus is from the guy who gives away free laundry that I'm not being green. They are the same issue. If it's worth doing for one, do it for the other. If you think you give better service to the customer by not, maybe you shouldn't charge for either. Why are we in business? To sell laundry services or printer services.

With no sarcasm intended, we don't charge for laundry. Students have a built-in fee of roughly $100 and all laundry machines are free. They love it - no quarters, no complaining about people stealing time, etc.
