If you have access to a Mac or an iPad, Apple's Pages is the simplest tool I've found for creating ePub documents with multimedia elements embedded. The ePub files can be ready by any standard application, including Adobe's free Digital Editions app that's often used by libraries.

The language institution I work at develops many of our curricular materials in-house. Since we teach language, audio is important. Right now we are posting our unit and lesson materials as PDFs on our LMS, and the audio files are also in folders on the LMS. However, the audio is not embedded or integrated with our content. 2) Easy to create by a non-technical person.
3) Supported on a variety of devices and operating systems.
4) Unicode-compliant and able to support all types of non-Latin scripts (we teach over 60 languages)
5) Retained privately. We do not at this time publicly share our materials.
If you were me, where would you look for something that meets those needs?
