This sounds exactly like the screen users see when you enable a 'non-core' or 'additional' Google service in your domain for the first time (such as G+, YouTube, Blogger etc).
Have you turned on new services recently?

In the last few days some users have reported receiving a message from Google that is identical to the original terms of service message but rather than being titled 'Welcome to your new account' it says 'Important changes to your account' . The body of the message appears to be identical other than the 1st statement which says ' Your account now works more like a full Google account'.Does anyone know what would trigger this message ? it is causing some confusion for users who have been migrated for some time now. It isn't clear about what those changes are to make it like a full account.thanks!
